Meta gives Stories and Reels ads the same margins. In the app, the two screens differ in what sits in them.

Stickers, polls and links
Polls, questions, links and mentions are tapped, so they must sit fully inside the safe area. A link sticker near the bottom lands under the reply bar, where a tap opens the keyboard instead.
The sides of a story are where people tap to go back or skip ahead. Text there is still visible; buttons and stickers are harder to hit.
Why this guide is generous at the bottom
Instagram publishes no safe zone for ordinary stories. Meta's ads guide asks for 35% clear at the bottom because ads add a call-to-action button there. An ordinary story only has the reply bar, so you have a little more room. Designing to 35% means the same story also works as an ad.
