YouTube Shorts safe zone
YouTube doesn't publish a Shorts safe zone. On a 1080 × 1920 Short, keeping text out of the top 288 px, the bottom 672 px and the 194 px button column on the right clears today's app. Check it against your own phone.

Why YouTube's numbers are missing
YouTube's help pages describe Shorts' length and shape but not where its buttons sit. Google's guide to Shorts ads only says that a right-hand panel holds the like, dislike, comment and share buttons, and that an ad's call-to-action button appears a few seconds in.
So this guide is an estimate, marked as one in the tool: 15% at the top, 35% at the bottom, an 18% column on the right. It is deliberately generous. Post a test Short and look at it on your own phone before you rely on it.
The title is your caption
On a Short, the title sits over the bottom of the video, with the channel name and subscribe button above it. A long title runs to two lines and climbs higher. Burned-in captions read best in the middle third of the frame, above all of that.
