Photos in stories
A photo story is the same 1080 × 1920. Phone photos are usually 3:4, so Instagram shows them smaller with colour around them, or lets you pinch to fill the screen and lose the top and bottom. Crop to 9:16 first if you want to choose what's kept.
Sharing a post or Reel to your story
When you share a feed post to your story, it appears as a card in the middle of the screen, and the rest is background you can colour or draw on. You don't need to resize anything for that. Resize only when the story is your own full-screen photo or video.
