Size and aspect ratio are different things
The aspect ratio is the shape: 9:16 is nine wide for every sixteen tall. The size is how many pixels make up that shape. 720 × 1280, 1080 × 1920 and 1440 × 2560 are all 9:16; they only differ in sharpness.
Instagram wants at least 720 pixels. Export at 1080 × 1920 and your Reel looks sharp on every phone without making the file needlessly big. Meta's ads guide asks for 1440 × 2560, which is the same shape, only larger.
Exporting a Reel that keeps its quality
Export at 1080 × 1920 and at least 30 frames per second: Instagram's minimum. Turn on “Upload at highest quality” in Instagram's settings under Media quality, so the app doesn't shrink it on the way up.
A horizontal video posted as a Reel shows as a thin strip with empty space above and below. If you filmed wide, reframe to 9:16 before posting and choose what stays in view yourself.
